Ordinance 3.07 (Abbreviated)
No
inoperable, un-licensed, or obviously abandoned vehicle shall be left on
a public street for a period more than 48 hours. No abandoned vehicle
or vehicle parts shall be left on private property for more than 10
days.
Display of registration plates
341.15(1)
(1)
Whenever 2 registration plates are issued for a vehicle, one plate shall
be attached
to the front
and one to the rear of the vehicle. Whenever only one registration
plate is issued for a vehicle, the plate shall be attached as follows:

(b) For any other vehicle for which only one plate is
issued, to the rear, except that a plate issued to or for a municipality
under
s. 341.26 (2m)
may be attached to the front of the vehicle if the design or use of the
vehicle is such as to make a plate attached to the rear difficult to see
and read.

(a) Except as provided in
par. (b),
any registration decal or tag issued by the department shall be placed
on the
rear registration plate
of the vehicle
in the manner
directed by the department.

Registration plates shall be attached firmly and rigidly in a horizontal
position and conspicuous place. The plates shall at all times be
maintained in a legible condition and shall be so displayed that they
can be readily and distinctly seen and read. Any peace officer may
require the operator of any vehicle on which plates are not properly
displayed to display such plates as required by this section.

Any of the following may be required to forfeit not more than $200:
341.15(3)(a)
(a) A person who operates a vehicle for which a current registration
plate, insert tag, decal or other evidence of registration has been
issued without such plate, tag, decal or other evidence of registration
being attached to the vehicle, except when such vehicle is being
operated pursuant to a temporary operation permit or plate;
341.15(3)(b)
(b) A person who operates a vehicle with a registration plate attached
in a non-rigid or non-horizontal manner or in an inconspicuous place so
as to make it difficult to see and read the plate;
341.15(3)(c)
(c) A person who operates a vehicle with a registration plate in an
illegible condition due to the accumulation of dirt
or other foreign matter.
Summary:
All passenger vehicles (cars, trucks, vans, SUVs) shall display a
registration plate to the front and the back. All passenger vehicles
shall have a front license plate displayed. Vehicles are also required
to display rear plates in a visible location and that plate must be
illuminated at night (ss. 347.13(3)). Registration plates must also be
kept clean and visible at all times.
Duty upon
passing a stopped emergency vehicle

Passing stopped emergency vehicles, tow trucks and
highway machinery equipment.

If an authorized emergency vehicle giving visual signal, a tow truck
flashing red lamps, as required by
s. 347.26 (6) (b),
or any road machinery or motor vehicle used in highway construction or
maintenance displaying the lights specified in
s. 347.23 (1) (a)
or
(b)
or, with respect to a motor vehicle, displaying the lights specified in
s. 347.26 (7),
is parked or standing on or within 12 feet of a roadway, the operator of
a motor vehicle approaching such vehicle or machinery shall proceed with
due regard for all other traffic and shall do either of the following:

(a) Move the motor vehicle into a lane that is not the lane nearest the
parked or standing vehicle or machinery and continue traveling in that
lane until safely clear of the vehicle or machinery. This paragraph
applies only if the roadway has at least two lanes for traffic
proceeding in the direction of the approaching motor vehicle and if the
approaching motor vehicle may change lanes safely and without
interfering with any vehicular traffic.

(b) Slow the motor vehicle, maintaining a safe speed for traffic
conditions, and operate the motor vehicle at a reduced speed until
completely past the vehicle or machinery. This paragraph applies only
if the roadway has only one lane for traffic proceeding in the direction
of the approaching motor vehicle or if the approaching motor vehicle may
not change lanes safely and without interfering with any vehicular
traffic.

In addition to any penalty imposed under
s. 346.17 (2),
any person violating this section shall have his or her operating
privilege suspended as provided in
s. 343.30 (1o).
Summary:
When
approaching a stopped emergency vehicle, tow truck, or highway machinery
with it’s emergency lights activated, drivers are required to merge to a
lane furthest from the shoulder that the emergency vehicle is parked on
and slow to a safe speed. If the roadway consists of only one lane in
each direction, the passing vehicle shall slow to a safe speed to pass.

Radios or other electric sound amplification devices.

(a) Except as provided in
s. 347.38 (1),
no person may operate or park, stop or leave standing a motor vehicle
while using a radio or other electric sound amplification device
emitting sound from the vehicle that is audible under normal conditions
from a distance of
75 or more feet,
unless the electric sound amplification device is being used to request
assistance or warn against an unsafe condition.
Summary:
Car stereos must be kept at a volume that cannot be heard more than 75
feet from the vehicle.
Grass
Clippings prohibited in streets
Village
code # 7.03(1) prohibits anyone from placing debris or lawn waste in any
village street. Grass clippings cannot be blown into village streets at
any time. Violations could result in a fine ranging from $100 to $500.
